Did Blair really lie or did he say something that turned out to be wrong?

Blair is a grasping, sleazy psycopath with no concept of right or wrong. He wanted to be Bush's sidekick and get himself on the right side of the history books. The concept of lying will be alien to him because he won't be able to reference it as an unnaceptable practise.
